A growing number of donors are seeking ways of involving themselves in development projects in Pakistan. This need-based demand from the donor end and the funding vacuum at the NPO end has given rise to pertinent questions like: What institutions are out there to assist donors in their philanthropic endeavours? What efforts are being put in to help NPOs explore the vast options of funding? Is there a support organisation that functions as an interface between these two sectors?
    

Give2Pakistan is a facilitation window for grant-makers and philanthropists, across the world, interested in giving to Pakistan. It offers easy access to social development projects developed and implemented by credible Certified NPOs. G2P is geared towards providing giving options and grant facilitation services so that grant makers can contribute where their giving will change the most lives.

Give2Pakistan believes in strategic philanthropy: it combines random and otherwise insignificant amounts to generate long lasting social solutions. We do not raise funds for ourselves. We only promote high impact, credible and transparent NPOs that we have rigorously tested against principles of programme delivery, financial practices and governance. Very soon, you will be able to access our innovative Give2Pakistan portal. This portal will offer dynamic and innovative services to companies & their employees and will efficiently be able to connect the Diaspora and other international givers with grass root projects in Pakistan. These projects being offered on the portal are targeted initiative with concrete outputs and are not just general operating support for NPOs. Our Internal Review Committee scrutinises projects for viability, clearly defined strategy, cost effectiveness and social impact. We like to keep you engaged and that is why, we ensure that you are always updated on the progress of your adopted project. We create additional value by sending our own monitoring and evaluation experts to the field to gauge the impact of your grant. 

We work for thoughtful donors who want to see results from the money they give. Three principal objectives lie behind the conception of Philanthropy Portal (2P) which strives to;

      Bridge the information gap between grant-makers and grant-seekers to enable better functional relationships between the two

       ·          To promote gift opportunities for the effective flow of resources for NPOs, in particular certified  
       
organisations

       ·          To strongly influence philanthropy towards greater effectiveness and transparency 

We are vigilant about your grants— less waste and greater effectiveness being our operating priniple! Therefore we only recommend organizations that have been through the rigorous certification process and have been critically evaluated against the strict parameters in the areas of internal governance, programme delivery, financial transparency, documentation, disclosure, accountability and organizational effectiveness.

Following are the services PCP has core competence in:

·          Identification of appropriate credible NPOs: From the diverse group of 153 NPOs spread across Pakistan we first shortlist NPOs according to sectoral and geographical preference and later request them to send us proposals according to donor-needs

·         Soliciting/short listing and vetting proposals: Once we receive a proposal it is sent to our internal review committee which vets it and  has the responsibility to go over every proposal and short list them after their comprehensive vetting.

            Project Sponsors: We facilitate other marketplaces by providing concrete donor-oriented projects with targeted activities that meet the needs of a specific number of beneficiaries so that donors can get a sense of immediate impact of their funding like cost of putting one child through education or building one shelter or eye-treatment for one patient. Such projects have very visible results and provide a wide range of funding options for donors to support.

            Evaluation of projects: PCP conducts detailed monitoring and evaluation field visits to give first hand feedback of the project and send periodic reports on programme delivery and utilization of funds. The frequency of the reports depends upon the life of project. (If it's a one-year project three quarterly reports and one project completion report would be sent) See M&E template

           Day-to-day facilitation of grants: In order to facilitate its partners PCP also acts as an interface between the donor and the recipient organisation and takes care of day-to-day management of their funds by maintaining programmatic and financial record of every project.

Give2Pakistan has devised the following programmes to facilitate grant-makers:

i.         Grant facilitation to  

              a.      Companies
       
b.      Philanthropy funds/ marketplaces


ii.
   Employee Payroll Giving

 

1. Grant Facilitation

In order to facilitate the grant-makers/corporate foundations/ philanthropy fund, G2P also acts as an interface between the grant-maker and the recipient organization. This means that PCP can offer to be the liaison between company/foundation/philanthropy fund and all the NPOs receiving grant. If desired, the Centre can assist in sending intimation letters to NPOs informing them of their selection for the award of grant; drafting/sending contracts on company’/foundation/philanthropy fund’s behalf; maintaining programmatic records of projects assigned to PCP; ensuring timely submission of quarterly/periodic progress reports by the NPO; and ensuring that day-to-day matters are handled promptly and efficiently.

A. Companies
:

Since most companies do not have dedicated staff and time to administer day-to-day matters relating to their giving, PCP has, under Give2Pakistan, devised meaningful philanthropy support services. The purpose is to professionalize grant-making and provide donor-ease by removing administrative hassles associated with funding. G2P facilitates indigenous companies in the following to areas:


Customised projects: 
PCP sponsors tailor-made projects to complement a company’s corporate goals within its preferred sectors and geographical location. The projects are designed by PCP’s Certified NPOs.

As mentioned, most companies find it cumbersome to handle a full-fledged giving programme. In order to professionalise grant-making, PCP serves as ‘grant-facilitators’. The Centre acts as an extended arm of the corporate, to make to act as a lianson between themselves and their funded organization. The purpose is to professionalize grant-making and giving donor-ease by removing administrative burdens associated with funding.

B.     
Philanthropy Funds/ Marketplaces

PCP is the grant facilitator for World Bank’s ‘Fund for Inclusion of People with Disability’ and UK-based FT Pearsons Foundation’s ‘Fund for Earthquake Affected People in Pakistan’.

To facilitate its partners PCP offers to:

1.      
Receive applications on behalf of the grant-maker directly from NPOs
2.      
Review applications against the criteria provided by the company
3.      
Scrutinize and vet applications/proposals
4.      
Short-list applications for presentation to the company for final selection
5.      
Act as liaison between the company and recipient NPOs
6.      
Send intimation letters to NPOs to inform them of their selection
7.      
Draft grant contract on the company’s behalf
8.      
Act as company’s point of contact with recipient NPOs
9.      
Maintain programmatic record of every project
10.  
Quarterly report on the progress of the project including NPO project expenditure.
11.  
Conduct monitoring & evaluation field visits of the selected recipient organization.
12.  
Submit periodic or final project completion report to the company

2. Employee Payroll Giving

“Employee Payroll Giving Program” is a voluntary program whereby the employees decide the amount, duration, cause and the NPO they wish to contribute their money and time to. Any employer putting this scheme in place will automatically become eligible for a Payroll Giving Quality Mark, which denotes good corporate citizenship. This is a sophisticated donating mechanism that aims to enhance corporate philanthropy for social development without utilizing any financial resources of the company.

EPG falls under international best practices that have gained popular support of company managements and employees. It is a great way for businesses to illustrate commitment to the causes that are close to the heart of their employees. Additionally, employees, get to bring about meaningful social change by donating little amounts over a continued period.  View EPG flowchart

Matching grant by company:
Companies are encouraged to strengthen the Programme by matching employee contributions and picking up the overheads, so that 100% of their employee contributions reach beneficiaries.

Recognition:
Companies running an Employee Payroll Giving scheme will receive a PCP logo to be put on the company website, letterheads and other literature demonstrating its commitment towards supporting social causes. Additionally, PCP will also put names and logos of companies implementing Payroll Programmes on its website endorsing them as a ‘socially responsible corporation’.



… GlobalGiving 
PCP is the project sponsor for GlobalGiving -- a US-based online development marketplace. This collaboration allows us to provide support mechanisms to credible NPOs in Pakistan, one that offers minimised structural barriers leading to a more conducive funding environment.  PCP is a primary avenue for GlobalGiving to screen projects for social impact, credibility and legitimacy.  After conducting thorough internal review, we recommend projects to be posted on the GlobalGiving website where they become eligible for receiving gradual donations depending upon donor discretion. However, the final decision of selection of projects lies with GlobalGiving. Currently nine projects of PCP’s certified NPOs are online on GlobalGiving.

After a successful partnership as project sponsor PCP entered into another agreement with GlobalGiving for carrying out learning visits of its 15 projects across Pakistan in 2007.                                                       … more on GlobalGiving

…Give2Asia  
In 2005, PCP collaborated with The Asia Foundation (TAF) and Give2Asia, a U.S nonprofit initiative of TAF to establish the “Give2Asia-Pakistan Earthquake Fund” (PEF). PEF was an effort to mobilise funding from international foundations, associations, corporations and the diaspora in the USA to support e-quake relief and rehabilitation.  The fund mobilised a total of $ 632,072 amongst 15 NPOs.

Subsequently in the year 2007 PCP extended its ties with Give2Asia by establishing a separate fund “A Better Pakistan Fund” on its website specifically focusing the needs of Pakistan. 

…Petra Nemcova’s Happy Hearts Fund
In its efforts to facilitate international philanthropy, PCP through its linkages with Give 2 Asia, assisted super model and the founder of Happy Hearts Fund; Petra Nemcova, in visiting the e-quake areas in Pakistan. Petra came to Pakistan with a special focus on supporting children projects.
She provided grant to support the construction of one school by The Citizen’s Foundation and for another project of SRSP.

…Pearson PLC 
Pearson PLC, the publishers of the The Financial Times, London also approached the Centre for assistance in routing donations for the earthquake victims to credible NPOs in Pakistan. PCP is the implementing partner for the Pearson Pakistan Earthquake Fund and has successfully facilitated the utilisation of a grant of $201,250.  Pearson’s focus was specifically on education and health projects for children and PCP facilitated them by connecting them with four NPOs: Read Foundation, Aman Foundation, Area Development Organisation and Bunyad.  


…Fund For Inclusion Of People With Disabilities
 (FIPD)
PCP is providing facilitation services to FIPD – a fund established by Mr.John Wall - Country Director World Bank in 2006 with philanthropic contributions from OGDCL and Mian Muhammad Mansha - Chairman MCB.

FIPD (Fund for Inclusion of People with Disabilities) is specifically focused to address the unmet needs of several people with disabilities all over Pakistan. It aims to reward the most creative projects that support innovations of and for persons with disabilities.

PCP is facilitating this Fund based on its core competence, expertise and experience to provide linkages, support and facilitation services to enhance the volume and effectiveness of philanthropy. So far we have facilitated the routing of a total grant of US$40,331 to 5 NPOs.

…Citi Bank

PCP has facilitated Citi Bank in routing a grant of US$16,667 to The Citizens Foundation for: Targeting primary education in earthquake affected areas.
